			<content:encoded><![CDATA[<p></p><p>The extension for the federal tax credit has been approved.  This means if you were in escrow by April 30 and your transaction did not close, you can still take advantage of the tax credit as long as you close escrow by September 30, 2010.  This is another break through for the buyers! </p>
<p>State tax credit may not be available anymore.  As of June 15, $91 Million of the funds appropriated for the purpose have been used.   </p>
<p>Those who missed the tax crerdit have to remember that the interest rates are still at record low, plus more inventory of homes available and homes are priced lower.  It is still a great time to buy a home.</p>

			<content:encoded><![CDATA[<p></p><p>In an article written by <a href="http://www.foreclosuretruth.com/blog/sean/loan-modification-denied-dont-worry-be-happy/">Sean O&#8217;Toole</a> of Foreclosure Radar, he states that the <a href="http://www.makinghomeaffordable.gov/">Home Affordable Modification Program</a> currently being pushed by the administration is the new exotic mortgage that will drive the homeowners who are experiencing harship into digging another hole.  The modification put the homeowners into a trial modification and convert them to a permanent modification by temporarily lowering their mortgage payments for five years.   </p>
<p>This is the same scenario when the homeowners took ARM loans despite the fact that they knew that they will not be able to afford the payments when their loan skyrockets in five years.  They were just banking on the fact that their equity will increase as property values improve within five years and never considered what it would be like should values decline.   Nowadays, the risk of a job loss is greater now than it used to be, not to mention the need to relocate due to job transfers, illness in the family or other unexpected situation. O&#8217;Toole states that these new loan modification programs are much worst than the mortgage programs they are replacing.  </p>
<p>There is always that possiblity that the market will not improve in five years.  These homeowners will be in exactly the same situation they were in when they took the toxic loans they are replacing.  We are falling into another trap and we fail to see it.  When will we ever learn?</p>
<p>Bank of America recently announced their <a href="http://homeloanhelp.bankofamerica.com/en/nhrpfactsheet.html">principal reduction program </a>as their new loan modification program. While it may sound good to everybody now, <strong>IF</strong> they will really approve it, the most important issue of negative equity is  being overlooked. </p>

			<content:encoded><![CDATA[<p></p><p>The Federal Housing Authority (FHA)  may cut the seller concession a buyer may get from the seller from 6% to 3% mid summer.  FHA  is concerned that the higher seller concession causes an inflation of property values since the amount is usually added on top of the sales price.  Seller concessions have been very useful for buyers who had limited funds and did not  have sufficient funds  for closing cost after putting a 3.5% down payment.</p>
<p>As of now, 6%  seller concession is still allowed so it is best for the buyers, especially those who will be needing that assistance to take action and buy a  home now.  The interest rates have been fluctuating slightly but in general, it is still around 5% and that is a plus for them.  An increase in interest rate of 1% decreases the sales price a buyer can qualify for by 10%.</p>

			<content:encoded><![CDATA[<p></p><p>You have probably heard about it already!  In an effort to aid the ailing economy, the Federal Reserve dropped the interest rates dropped below 5%.  Many homeowoner who are current on their loans can take advantage by refinancing.  However, those who are in danger of foreclosure and need the most help cannot take advantage because excellent credit is required.  </p>
<p>In my opinion, the homeowners who are upside down on the value of their home and those who are behind should be the first priority to get assistance.  There are so many homeowners who desperately need help to get from down under.  When we agents look for listings in the Multiple Listing Service, we find that almost half of listings are either short sales or bank owned.  In Chino Hills, today, there are a total of 313 listings of which 110 are short sales and 3o are bank owned properties.  That goes to show the great need to assist homeowners in danger of loosing their home.</p>
<p>For those who are thinking of buying, they should do it soon and take advantage of the low interest rates inspite of what you hear that prices may still come down.  A 1% drop in interest rates will reduce your mortgage payment considerably thereby allowing you to afford more home.  With interest rates at it lowest probably in your lifetime and the large inventory of homes available. are you living in the house of your dream?  The first step is to have yourself pre approved by a lender. </p>
